Classified National Security Information Directive No. 1: Section 2001.44 Information Controls - Agency heads shall establish a system of control measures which assure that access to classified information is limited to authorized persons.

The Security Information Management System (SIMS) is an accountability system to track all classified materials in an agency. The system tracks the materials location and classification level from the moment it arrives at an agency through its date of declassification or destruction, as well as a list of persons who are properly cleared to view it.
